PLANO DE AÇÃO PARA A ECONOMIA SOCIAL
|
Após longos anos de trabalho e empenho por parte de diversas pessoas e entidades da Economia Social a nível europeu, das quais destacamos a Social Economy Europe e os seus membros, incluindo a CASES, temos o prazer de ver anunciado, pela Comissão Europeia, o Plano de Ação para a Economia Social.
Cremos que este Plano assinala um novo capítulo na vida da Economia Social, no qual ela ganha mais visibilidade, consistência e maturidade. Tal como certos acontecimentos disruptivos favorecem entrada numa nova fase de desenvolvimento, também a Crise de Covid-19 acelerou o crescimento deste setor – através da maior valorização e reconhecimento, pela sociedade em geral, dos princípios e valores que regem a Economia Social, tais como o primado das pessoas e do planeta, a solidariedade, a cooperação, a justiça e a coesão sociais. Este Plano significa não só o reconhecimento por parte das instituições europeias da importância da Economia Social, através de uma política específica dirigida ao setor; como também a colocação em prática, de forma concertada e sistémica, de mecanismos concretos de atuação que promovem as entidades de Economia Social, e que deverão ser considerados e usados da melhor forma, nomeadamente a nível nacional, transformando-os em objetivos e metas ambiciosos para o setor ao longo destes próximos anos. O Plano inclui ações concretas a serem implementadas nos próximos nove anos, em áreas-chave como: auxílios estatais (explorando novas possibilidades para empresas sociais de inserção laboral e outras empresas de economia social de utilidade social), enquadramentos jurídicos e políticos, contratos públicos socialmente responsáveis e acesso aos mercados, promovendo a economia social a nível local, regional e internacional; apoio empresarial, competências, empreendedorismo jovem, acesso a financiamento (InvestEU e outros programas relevantes); contribuição da economia social para as transições verdes e digitais, inovação social; e reconhecimento do setor, entre outras. Conjuntamente com o Plano de Ação foi lançado pela Comissão um documento de trabalho “Cenários para a cocriação de uma trajetória de transição para um ecossistema industrial de Proximidade e Economia Social mais resiliente, sustentável e digital” que a CASES apresenta em versão portuguesa. Por meio de esforços colaborativos, o objetivo é cocriar ações e compromissos concretos com todos os grupos envolvidos nesse ecossistema para intensificar sua transição verde e digital e fortalecer a sua resiliência a choques futuros. Esses esforços terão como base a atualização da estratégia industrial da UE, que destacou a necessidade de acelerar as transições verdes e digitais da indústria da UE e identificou necessidades e desafios de 14 ecossistemas industriais. Basear-se-ão também no Plano de Ação para a Economia Social, que propõe uma série de ações para o período 2021-2030 para apoiar o desenvolvimento da economia social. A Comissão convidou as partes interessadas a participar, enviando a sua opinião através de uma consulta online, até 1 de março. Com base nos resultados da consulta e em outras reuniões com os grupos envolvidos, a Comissão co-criará e finalizará a trajetória de transição durante 2022. A CASES elaborou um Comentário ao Plano de Ação e tem vindo a promover reuniões com algumas entidades nacionais relacionadas com a Economia Social, no sentido de dar a conhecer e analisar conjuntamente o Plano de Ação. A 17 de fevereiro, a Presidência francesa do Conselho organizou o webinar "A Economia Social, o Futuro da Europa", no qual o Comissário Europeu Nicolas Schmit e a Secretária de Estado Olivia Grégoire trocaram informações sobre o Plano de Ação da Economia Social e responderam a perguntas de profissionais e líderes da economia social de 9 Estados-Membros da UE. No dia 4 de março de 2022, o Intergrupo da Economia Social do Parlamento Europeu realizou a sua primeira audição pública online desde a publicação do Plano “Rumo a uma Recomendação do Conselho sobre Economia Social: Impulsionar a convergência de quadros facilitadores da economia social.” Entre outras iniciativas estão previstas, ao longo de 2022, em abril e maio, quatro workshops sobre a Trajetória de Transição para o ecossistema de Economia Social e Proximidade; a 22 de abril, possivelmente, uma audição pública do Intergrupo Economia Social sobre o Financiamento do Plano de Ação para a Economia Social e Avançando em direção a uma taxonomia para investimento social; Conferência da Presidência Francesa sobre Economia Social: o Futuro da Europa, a 5 e 6 de maio; de 1 a 15 de junho a Conferência Internacional do Trabalho, que terá um ponto sobre “VI. O trabalho digno e a economia social e solidária – discussão geral”. |
After many years of work and commitment by several people and entities of the Social Economy at European level, of which we highlight the Social Economy Europe and its members, including CASES, we are pleased to see presented, by the European Commission, the Plan of Action for the Social Economy.
We believe that this Plan marks a new chapter in the life of the Social Economy, in which it gains more visibility, consistency and maturity. Just as certain disruptive events favour the entry into a new phase of development, the Covid-19 Crisis also accelerated the growth of this sector - through greater appreciation and recognition, by society in general, of the principles and values that govern the Social Economy, such as the primacy of people and the planet, solidarity, cooperation, justice and social cohesion. This Plan means not only the recognition by the European institutions of the importance of the Social Economy, through a specific policy aimed at the sector; as well as putting into practice, in a concerted and systemic way, concrete mechanisms of action that promote Social Economy entities, and which should be considered and used in the best way, namely at the national level, transforming them into ambitious goals and targets for the sector over the next few years. The Plan includes concrete actions to be implemented over the next nine years, in key areas such as: state aid (exploring new possibilities for social enterprises for labour insertion and other socially useful social economy enterprises), legal and political frameworks, socially responsibility and access to markets, promoting the social economy at local, regional and international levels; business support, skills, youth entrepreneurship, access to finance (InvestEU and other relevant programmes); contribution of the social economy to green and digital transitions, social innovation; and industry recognition, among others. Together with the Action Plan, the Commission launched a working document “Scenarios towards co-creation of a transition pathway for a resilient, innovative, sustainable and digital proximity and social economy ecosystem” which CASES presents in Portuguese. Through collaborative efforts, the objective is to co-create concrete actions and commitments with all groups involved in this ecosystem to intensify its green and digital transition and strengthen its resilience to future shocks. These efforts will build on the EU industrial strategy update, which highlighted the need to accelerate EU industry's green and digital transitions and identified needs and challenges of the 14 industrial ecosystems. They will also be based on the Social Economy Action Plan, which proposes a series of actions for the period 2021-2030 to support the development of the social economy. The Commission invited interested parties to participate by submitting their views via an online consultation, by 1 March. Based on the results of the consultation and further meetings with the groups involved, the Commission will co-create and finalize the transition pathway during 2022. CASES prepared a Commentary on the Action Plan and has been promoting meetings with some national entities related to the Social Economy, in order to make the Action Plan known and jointly analysed. On 17 February, the French Presidency of the Council organized the webinar "The Social Economy, the Future of Europe", in which European Commissioner Nicolas Schmit and Secretary of State Olivia Grégoire exchanged information on the Social Economy Action Plan and responded to questions from professionals and social economy leaders from 9 EU Member States. On 4 March 2022, the Intergroup on the Social Economy of the European Parliament held its first online public hearing since the publication of the Plan “Towards a Council Recommendation on the Social Economy: Driving the convergence of enabling frameworks for the social economy.” Among other initiatives, throughout 2022, in April and May, four workshops are planned on the Transition Pathway for the Social Economy and Proximity ecosystem; on April 22, there will possibly be, a public hearing by the Social Economy Intergroup on Financing the Action Plan for the Social Economy and Moving towards a taxonomy for social investment; French Presidency Conference on Social Economy: The Future of Europe, 5-6 May; from the 1st to the 15th of June the International Labour Conference, which will have a point on “VI. Decent work and the social and solidarity economy – general discussion”. |
